| Only captains can approve for their own division no admin or moderators (Exceptions if a Captain is an admin or moderator)
Seated Officers are Shinigami who attend Division meetings, go on the most Division missions/dutys, and their shikai are slightly stronger than other shinigami. They are able to to use Kidou one level over the limit, if limit is 60 then they use 61. The third seated is slightly stronger than the ninth, but not by much.
